Manuel Santana Palacios Publishes “Impacts of North Carolina’s medicaid transformation on community transit systems”

Assistant Professor of City and Regional Planning Manuel Santana Palacios and co-authors Noreen McDonald and Evan Iacobucci have published  “Impacts of North Carolina’s medicaid transformation on community transit systems: A qualitative analysis with policy implications” in Transportation Research Interdisciplinary Perspectives

The article examines how North Carolina’s Medicaid transformation has altered community transport organizations’ ability to continue coordinating individual human services transportation programs. 

We found that evidence that recent policy implementation in the wake of Medicaid Transformation in North Carolina has, in some ways, jeopardized CTO's ability to maintain their coordination efforts. Although consistent with previous works from other states (Burkhardt, 2005, Edrington et al., 2018), our work provides a more nuanced picture of the reasons behind the diminished transportation coordination ability linked to the Medicaid Transformation in North Carolina.
